The Jury Discussion:
' This design was almost missed during the first stages of review because of its simplicity, the very reason it was eventually given the blue ribbon. Its is the general feeling of the jurors that this simplicity affords the design the greatest potential for development.
The slanting slim columns suspending a simple cylindrical roof is a classical idea related to the structure of a tent, yet it holds potential for providing a high-tech image. The addition of another circle of columns around the perimeter, was felt to be redundant and clouded the strength of the form. However, jurors who chose the project decided to ignore their presence.

This design succeeded in attracting the attention of those interested in the authenticity of form and function, the clarity of structure and its use in an architectural manner. It is also one of the few designs that actual afford a 360 degree view, a fact that makes a great deal of difference from the functional point of view. All jurors agreed that they could see this design, with some more work, developing into a practical and usable one. '
